New York is straightforward when it comes to registering an out-of-state car for the first time. 

There is a 30-day registration period, with the possibility to extend by another 10 days after the vehicle passes a VIN inspection and with a valid VS-1077 sticker. 

• Registration happens in person at your local NYS DMV and requires the payment of registration, titling, and license plate fees. 
• Before that, you need to get insurance from a state-recognized insurance provider with a minimum coverage limit of 25/50/10 - out-of-state insurance cards are not accepted for registration purposes. 
• You also need to submit the car to a smog and emissions test; however, if you are registering a fully electric vehicle, or an older-year car or a historic vehicle, you are exempt from annual and first-time smog inspections. 
• The car must also be submitted to a VIN inspection after registration, with an extension of 10-days to complete the test. There are both mandatory annual emissions and safety inspections for NY vehicles. 
• Once you have all of that ready, you can submit your out-of-state certificate of title, your old registration forms, and a completed Form MV-82 and sales tax form DTF-802 or a bill of sale that shows that the sales tax has been paid elsewhere. 
• You must also bring a valid photo ID and an odometer disclosure if your vehicle is 2011 or newer. 
• Registration costs come with a base $50 fee, plus a base plate fee of $25 and additional registration fees which are calculated based on the vehicle’s weight and county use taxes. Get a precise number via the NYS DMV Registration Fee Calculator. 

Delays after the 30-day registration period are daily and monthly, with potential impoundment or suspension of any potential registration attempts in the future.
