New residents have 20 days to title and register their car in Pennsylvania and 60 days to get a Pennsylvania driver's license. Follow these steps to avoid repeat trips.

Get insurance first. Pennsylvania requires at least $15,000/$30,000 in bodily injury, $5,000 in property damage and $5,000 in first-party medical benefits. Pass a safety inspection within 10 days of registration. Any PennDOT-certified inspection station can do it, and the safety inspection then repeats every year. Emissions testing applies only in 25 of the 67 counties, under Drive Clean PA, and is done at the same visit.
EV owners pay a Road User Charge. It is $250 a year for electric vehicles and $63 for plug-in hybrids in 2026, and it rises with inflation from 2027. New residents pay it when they register, and it must be paid again before each renewal.
Plan for cashless tolls. The Pennsylvania Turnpike charges by E-ZPass or Toll By Plate. Open Road Tolling runs east of Reading and on the Northeast Extension, and statewide from January 2027. E-ZPass from other states works on the Turnpike. Without one, Toll By Plate bills the registered owner by mail at a higher rate.
